Since the namespace is itself an attribute can't it be passed as:
<xsl:attribute name="xmlns">http://www.deio.net/cbamessage</xsl:attribute> ?

so the creation of the element would be:
<xsl:element  name = "xsl:stylesheet">
 <xsl:attribute  name = "version">1.0</xsl:attribute>
 <xsl:attribute name="xmlns">http://www.deio.net/cbamessage</xsl:attribute>
 ....
</xsl:element>

can this do the same effect?
