your problem is your XML itself.  it should be:


<mycustomtag>
	<![CDATA[Some html <b>here</b>.]]>
</mycustomtag>


then your XSL should be:
<p>
<xsl:value-of select="mycustomtag" disable-output-escaping="true"/>
</p>
