James Clark wrote an SGML to XML converter that you could use instead of
your step 1. I suggest you try that!

Alternatively you could go from SGML to HTML directly with Omnimark, Perl,
or DSSSL (XSLT predecessor). If you plan to continue using SGML, you could
go with one of these solutions.
