I want to format the page number citation like "01" instead of "0"
how to put xsl function like <fo:page-number-citation ref-id='endofdoc'/>
into the value of format-number like format-number
('<fo:page-number-citation
ref-id='endofdoc'/>', '00')

They are number(page number) to string conversion properties of corresponding fo:page-sequence object will be used to format resulting page-number-citation string. Look at [7.24.1 "format"], [7.24.2 "grouping-separator"], [7.24.3 "grouping-size"], [7.24.4 "letter-value"], [7.9.1 "country"], and [7.9.2 "language"] properties.
