You're right, the spec does say "The expression in the general step must evaluate to a sequence of nodes". I'm fairly sure that what we MEANT to say was that a general step used as an operand of "/" in a path expression must evaluate to a sequence of nodes. I'll ensure this is flagged as an issue.
