It makes no difference, the scope of an element declaration is the
element that contains it.

<xsl:template match="/">
	<xsl:variable name="mode1" select="'1'"/>
	<xsl:variable name="mode2" select="2"/>
	<xsl:variable name="mode3">3</xsl:variable>
	<xsl:call-template name="dosomething"/>
</xsl:template>

So the scope of those variabe definitions is just thattemplate they can
not be used anywhere else.
