The current thinking is that it should allow you to reference a named
collating sequence, and leave the problem of defining a named collating
sequence to the implementer. That's consistent with what SQL does (or at
least, with the subset of SQL that most people have implemented). So:
localised sorting, but not portable localised sorting :-(

Yes, almost certainly, though how far it goes is something still to be
determined.
