The WD-xsl namespace is an older, defunct, incompatible pre-release of
XSLT that Microsoft implemented early.  the TR namespace is the final
release, and is incompatible with the old working draft.  You will need to
use an engine that supports the TR namespace instead of the old MS-only WD
namespace.  The current version of msxml supports both.  You can download
it from the MS web site.
