if the input is regular XML then you might use one of the solutions

  http://xmlportfolio.com/xml-to-string/
  http://www.informatik.hu-berlin.de/~obecker/XSLT/#xmlverbatim
 
The general approach is to use
  <xsl:apply-templates select="document('external.xml')" mode="verbatim-mode" />
(check out, what string actually must be specified for verbatim-mode)  

If the input isn't XML then you have to apply one of the tricks Mike Kay 
recommended.
