It means you can equally well write:

>   <xsl:stylesheet ... >
>
>   <xsl:element name="fo:table-cell"
xmlns:fo="http://www.w3.org/1999/XSL/Format">

xmlns:fo="http://www.w3.org/1999/XSL/Format">
