Yes, there are extensive efforts. If you look at the XPath 2.0 requirements,
you will see they are produced jointly by the two groups.

There are a number of joint teams from the two areas working to devise an
XPath 2.0 that will be usable both as a subset of XML Query and within XSLT.

There are differences in the requirements for the two specifications: XSLT
has much greater focus on construction of the result document, XML Query
focuses on the selection of source documents, typically from a large
database of such documents. But it is recognized that many of the current
differences between the specifications are not actually necessary and that
the requirements have a large area of overlap.

(And for my company at least, the more the two specs have in common, the
more we can re-use technology and skills).
