no but you can do

<xsl:apply-templates select="document(@xlink:href)//*[@id='mark']"/>

or if you want the benefit of id hashing, 

<xsl:apply-templates select="document(@xlink:href)">
  <xsl:with-param name="id" select="'mark'"/>
</xsl:apply-templates>


<xsl:apply-templates select="/">
  <xsl:param name="id" />
  <xsl:choose>
    <xsl:when test="$id">
      <xsl:apply-templates select="id($id)"/>
    </xsl:when>
  </xsl:otherwise>
          <xsl:apply-templates/>
  </xsl:otherwise>
</xsl:apply-templates>


which will, if I got it right (untested) jump to the id if one is
specified, or give you the children of the root if not.

Of course if you wanted to support full XPath Xpointers you would need
something like saxon:evaluate to follow the XPointer bit, but simple
cases like id you can do as above.
