But without the CDATA marked section it would form identical
input to an XML parser.

   <style type="text/css"><![CDATA[
.balls {font: 30pt arial}
                ]]></style>

is the same as

   <style type="text/css">
.balls {font: 30pt arial}
                </style>

It's just a syntactic markup difference ignored by the XML application,
in the same way that 
  <style type="text/css">
is the same as
  <style type   =   'text/css'
                                  >
