The only way out is disable-output-escaping. Unfortunately standard XSLT 1.0 allows d-o-e only for text nodes, so you have to write the whole element tag using d-o-e. Saxon has an extension, saxon:disable-output-escaping on the xsl:attribute instruction, which was designed to fill this gap.
