FWIW I found a (hard)copy of the Stanford Report No STAN-CS-83-977 "Word Hy-phen-a-tion by Com-put-er" by Franklin Mark Liang (August 1983) in the archives section of the CERN Library. The report has viii+85 pages and corresponds to Liang's PhD Thesis.
