usefull uses of elements

     <xsl:apply-templates select = "@*" />
....

  <xsl:template match = "@*" >
    <xsl:copy />
  </xsl:template>

can be more simply written as

    <xsl:copy-of select="@*"/>

Also, depending on how "strange" are the values that your XSL processor uses
for generate-id() beware that there is a potential clash with the
generated ids on those elements that previously did not have an id
and the ids copied from those elements that did have an id.

If for example the source document already contained some ids generated
by a previous run of this stylesheet (on an earlier draft of the
document) then such a clash might be quite likely.
