counting elements in xsl

I'm not sure exactly what you're trying to achieve here but this looks very
strange: it is counting the number of Employees since the last TimeSheet.

I suspect you're barking up the wrong tree with <xsl:number> here: use the
count() function instead. I can't work out exactly what you want to count
though, your logic is too confusing.
