You are terribly lost. For-each is used to run a set of instructions over a
result-tree-fragment - the select attribute in for-each selects the rtf, not
the number of times to increment a loop!

The only way to do what you are asking is to implement a recursive template
e.g:

<xsl:template name="recurse_till_ten">
	<xsl:param name="num">1</xsl:param> <!-- param has initial value of
1 -->
	<xsl:if test="not($num = 10)">
		...do something
		<xsl:call-template name="recurse_till_ten">
			<xsl:with-param name="num">
				<xsl:value-of select="$num + 1">
			</xsl:with-param>
		</xsl:call-template>
	</xsl:if>
</xsl:template>
