Sure it does -- I just ran the transform and got the input
Mike specified when using <xsl:output method="html">, I
got the smae with MSXML and Saxon.  Check out
http://www.netcrucible.com/xslt/msxml-faq.htm.  There
is a pointer there to a tool you can use to compare output
of 6 different processors side-by-side to verify compliance.
