Saxon implements case-order.

(But to be honest, the conformance rules for xsl:sort are pretty fuzzy at
the edges, with a lot of aspirations in the area of international collating.
Saxon meets the formal conformance requirements here but falls well short of
the aspirations expressed in the spec: though it does provide user hooks to
let you do it yourself.)
