Yes, almost certainly. The spec is still unclear on the point: if format-number() omits the second argument, it uses the "default decimal format", and <xsl:decimal-format> with no name argument "declares the default decimal format"; it's not explicitly stated what happens if no default decimal format is explicitly declared, but at some stage I decided it made sense to behave as if there were a <xsl:decimal-format> element with no name and no attributes.
