xsl:import and include problems

xsl import problems
Hi, this problem has been haunted me for a while but I didn't find anywhere
mentioned it, so I don't understand why it is a problem to me.

I am trying to use xsl:import to import another xsl, the two files are all
in the same directory, and I am using relative uri for href, <xsl:import
href="public.xsl"/>.
However, the Xalam parser always looked for the file from my root directory
and gave me 'import file not found error'.

I don't know what else I am missing or what environment variables I should
set. Does anyone have this kind of problem before?
