Emulating Apache's '#include'

Hello All,

Is there a way that I can do something similiar to Apache's #include
directive with XSL? So I might have one StyleSheet include text from
another.  I realize XSL has 'include' and 'import', but it is unclear to
me how to use them to include, say a html header and footer.  Can anyone
clear this up for me?
