What you can do is just tell it to not put in declarations for namespaces for which no elements or attributes appear. XSL can't automatically omit such declarations because the output might be something that uses (say) xpath in which case some namespace declarations have to appear so that colon names can be used in attribute _values_ even if no element or attribute of that namespace appears in the document.
