I feel there;s something you're not telling us as it would surely be
quicker to test these on a couple of systems rather than wait for a
respnse on the list, but..

<xsl:for-each select="name">
	<xsl:variable name="teststring" select="starts-with(.,a)"/>
</xsl:for-each>

sets the variable to true or false, depending on whether the string
value of the current node is equal to the string value of its `a'
children. If the current node doesn't have a child with name a you are
asking if the text value of the current node starts with the empty
string, which behaviour is undefined in the spec.
