RE: <xsl:attribute>
you could do it this way:

<xsl:template match = "OPTIONS">
         <option value="{OPTION_NAME}">
         </option>
</xsl:template>

I am having some problems using <xsl:attribute>: maybe it is simply a
problem of parsers (for example, the following code works in some
environments but not in others), but is there another way to build
attributes into tags that might circumvent the problems I'm having?

<input type = "checkbox">
    <xsl:apply-templates select = "OPTIONS"/>
</input>

<xsl:template match = "OPTIONS">
     <option>
     <xsl:attribute name = "value">
          <xsl:value-of select "OPTION_NAME"/>
     </xsl:attribute>
     </option>
</xsl:template>

Thanks in advance for your thoughts-

Patrick
