| is not a logical OR in XSLT and XPath. It's either a vertical bar
character, or in some cases it is a union operator for combining node-sets.
For what you want to do, just use the word "or" between complete
expressions.

<xsl:if test="@name='John' or @name='Joe'">
  <xsl:text>Smith</xsl:text>
</xsl:if>
