I didn't look at the DTD.  I parsed in XMetaL without a SGML
declaration and mistakenly expected it to tell me if it
didn't conform to XML.

XML DTD's don't allow inclusions, exclusions and mixed content.

Looking at the DTD it looks like it could be made XML compliant.  Now that
I have looked at the DTD I have some questions about some of the
constructs but will wait to ask until I read the specification.
