It's "diacritical" -- typo on Mike K's part. A diacritical is a non-US
ASCII character like "É". In the context of Mike's explanation, I think the
problem is that some [many?] such characters are represented with more than
one byte, so the notion of plucking "a character" out of a string that may
contain mixed character sets becomes a dicey proposition.
