namespace function
The 4/21/1999 working draft states:

The namespace() function returns a string containing namespace of the
name of the first node in the argument node-set. 

Is this string the namespace prefix (e.g. xsl) or the URI of the
namespace (e.g. http://www.w3.org/XSL/Transform/1.0)?
