xsl:scripts missing from current spec?

Correct me if I am wrong. But, it appears that xsl:scripts is missing
(therefore not support)  from the current spec Working Draft of
16-December-1998.

Microsoft in IE5 appears to be supporting it.

Can anyone shed some light on scripting in XSL. Is in or out.
