 The problem is the famous "OLE Automation server can't create object"
error.

It occurs whether or not a valid PROGID is passed to new ActiveXObject.

The question is whether this behavior is specific to MS script engines or
any script engine run within IE's XSL.

here are the sample files that I've used to demonstrate this:
-----------XSL-------------
<?xml version="1.0" ?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/TR/WD-xsl">
<xsl:script language="JavaScript">
function testit() {
 var doc = new ActiveXObject("Microsoft.XMLDOM");
 };
</xsl:script>
<xsl:template><xsl:apply-templates /></xsl:template>
<xsl:template match="/">
<xsl:eval>testit()</xsl:eval>
</xsl:template>

</xsl:stylesheet>
---------XML----------------
<?xml version="1.0" ?>
<?xml-stylesheet type="text/xsl" href="test.xsl" ?>
