Two newsgroups: news://comp.text.cml and news://comp.text.sgml. (There are
also one or two public Microsoft newsgroups on the subject.)

Also, per the XML FAQ at http://www.ucc.ie/xml/, there are two general XML
mailing lists:

XML-DEV: primarily for developers of XML applications/processors. "You can
subscribe
by sending a 1-line mail message to majordomo@xxxxxxxx saying:
    subscribe xml-dev yourname@yoursite
The list is hypermailed for online reference at
http://www.lists.ic.ac.uk/hypermail/xml-dev/."

XML-L: for general XML discussion. "[T]o subscribe, send a 1-line mail message
to LISTSERV@xxxxxxxxxxxxxxxxxx saying
    subscribe XML-L forename surname
(substituting your own forename and surname). To unsubscribe, send a 1-line
message to the same address saying
    unsubscribe XML-L
"Please Read The Fine Documentation which you will be sent when you join
either mailing list, as it contains important information, particularly
about what to do when your email address changes."
