Here is one solution:

<xsl:template match="foo">
<P><xsl:apply-templates/></P>
</xsl:template>

<xsl:template match="bar">
<B><xsl:apply-templates/></B>
</xsl:template>

you could also use:

<xsl:template match="foo">
   <P>
   <xsl:for-each select="bar">
      <B><xsl:apply-templates/></B>
   </xsl:for-each>
   </P>
</xsl:template>
