Where did you look?

For example, in http://www.w3.org/TR/WD-xsl.html it says, right in the
first section (Status of this document):

> Comments may be sent to xsl-editors@xxxxxxx 

The mail address is even a mailto link. So, the document invites
comments and gives an address to send them ....
