Two of the non-normative design principles of XSL (Appendix D) are:

 - XSL should support browsing, printing, and interactive editing and
   design tools
...
 - XSL should provide the formatting functionality of at least DSSSL
   and CSS


I expect a lot of serious XML users want to use their XML for both
print and display, plus I expect that people's perception of what's
"good enough" when printing something that they got off the Web will
change over time, rather like dot-matrix wasn't "good enough" after
laser printers with scalable fonts became widely available.
