xml/xsl -> pdf converters

Does anyone know if there are converters that will convert xml documents
via xsl to paginated ps/pdf format documents? Said differently, is there a
way to create paginated html from xml/xsl?

I've seen references to PGML and extensions to xsl to accomodate
page-oriented output. However, we are also look for ways to include such
functionality in a software application without have to exec/fork other
processes.
