You can't do that with the current XSL draft. The omission is not an
oversight.

The need to compute and reference page numbers (and other things, like
"see Section 3.5.7") is recognised but the way to do this was not ready
in time for the August draft. Hopefully in the next draft; obviously
lots of people want to do this.
