docproc is a freely-available XSL processor that can be used to format XML
into HTML flow objects.

You can find it at http://javalab.uoregon.edu/ser/software/docproc/

It hasn't been updated in a while but several people are getting together
to further develop it when the new XSL draft comes out.

You need Java to run it, however.
