The problem has been solved. Although the stylesheet included the 
html definition in the root rule. This wasn't where the first <BODY>
was being picked up. In my example I send the output to a results.html
file which also included the <BODY> tag, is was this <BODY> as it is
the first occurance where it expected the background image attribute.
