Well, as you say, look at what we have today.

XSL works in large part already via the msxsl control and processor.

HTML 4.0 and CSS1 aren't even fully implemented in the browsers. How long
will it be before the CSS2 recommendation is implemented in full?

I can do things today in XSL that I can't yet do in CSS, despite full
Recommendation status of both CSS1 and 2.
