I am delighted to report that the XSLT 3.0 Last Call Working Draft is now
public (a couple of days ahead of schedule) at

http://www.w3.org/TR/2013/WD-xslt-30-20131212/

It doesn't yet appear as the "Latest Version" but no doubt that will catch
up.
