How are you loading the main stylesheet? It looks like its base URI is
getting dropped somewhere. This could happen for example if you
processed the stylesheet as a string at some point then parsed the
string. If you directly parse a file you'd normally expect that the base
uri of the resulting document was that of the file, and so relative URI
references would work from that.
