The decimal and hex character references are not entity references at all, so the question is mis-phrased. (Almost) all characters between hex 1 and hex 10FFF may be used in XML (especially xml 1.1) so the list is just a list of integers between 1 and 1114111 For the exact lists 9omitting the control codes and surrogate pair codes that are not allowed in XML) see the char productions in the XML spec.
