  I guess I simply missed it, but I need a function to unescape
%-escaped characters in a URI (that is, the opposite of the
function
fn:encode-for-uri) and I didn't find it in the standard
library.

  Did I miss
it, or is it missing from the standard library (and
if it is, why is it so?)
