I'd say the problem specification was in error rather than the supplied
code, but whatever...

It appears that you want to lose any elements without non-white text
descendents.

so add

<xsl:strip-space elements="*"/>

and then change

<xsl:template match="*[not(node())]"/>

to

<xsl:template match="*[not(string(.)]"/>
