I don't think you can do that in pure XSLT/XPath. You could however write a stylesheet generating a second stylesheet that you could then run. But you would need plumbing code outside of XSLT to do that or you would need another extension (http://www.saxonica.com/documentation/extensions/functions/transform.html)
