Append multi-page PDF to end of XSL-FO Output

I've been appending a single page PDF as the final page of an XSL-FO output.
Now I need to append multiple pages (from a single file) to the end of the
XSL-FO output.

fo:external-graphic is only outputting the first page of the 8 page document
that I want attached.

Here's the entire page-sequence:

						<fo:external-graphic
	
src="url({$pathname}tpi.pdf)"

			</fo:page-sequence>


If the  'tpi.pdf' is a single page everything works fine.  If it is multiple
pages only the first page is output.

I'm using XSLT with Saxon-B 9.1.0.3 and XEP.  The rest of the transform
works and the only change made was the external PDF being attached.
