Is there any way to cross reference hotspots on figures in XSLFO?

What are you trying to do?

<basic-link> will create a hyperlink in a PDF file from your content to an anchor in the PDF file or outside of the PDF file.

But what do you mean by "hotspots" in figures in a final form such as PDF?
