I don't see any styling information.
It's inside the transformation file...
<style type="text/css" title="Xml2Rfc (sans serif)"> <xsl:call-template name="insertCss" /> </style>
... which injects the CSS using XSLT to define rules as to what gets output. I would personally come from the other direction (i.e. using the XML source to define styling rules) but that's obviously off topic from the op.
